REDRAFT LEAGUE RULES

Franchise
Fee - The cost is $35 per team. Due to either Tim or Jerry by August 10, 2002.
Registration after early bird date (August 10) is $40 per team.Checks should
be sent to Tim Van Prooyen, 5533 South Court, Biloxi, MS, 39530 if you are not
in an area local to Tim, Troy or Jerry to pay in person.

week will receive $10! These prizes will be awarded at the end of the season.
Setup:
The Commissioners of the leagues will be (West) Tim Van Prooyen, (East)
Jerry Mendicino, and (Central) Troy Actkinson. If anyone is interested in future
consideration for Commissioner or Vice-Commissioner, please contact Tim or Jerry.
Each Conference will consist of 14 teams. Where at all possible, every effort
will be made to place owners in the conference closest to their geographical
location.
Playoffs:
The season will consist of a 16 week season with weeks 14, 15, and 16 reserved
for the playoffs meaning the final week of the NFL season will not be used,
since many of the players will be resting. The 3 division winners at the end
of the year and three wild-card teams will make the playoffs. The best record/points
scored will play the worst record/points scored and so on. This system will
work just as the NFL playoff system does. The top two division winners will
have a bye the first week of the playoffs.Wild-Card
team will be the top 3 non-division winning teams, regardless of division they
are located in. When the regular season ends and a tie exists for a playoff
spots the team that scored the most points in the season will go to the playoffs,
If a tie still exists the team that scored the most points in the final game
regular season game will win the tie breaker. If a tie still exists will we
use the playoff tie breaking system.
Draft:
The draft for each conference will be held
separately. The draft consists of 17 rounds, with order chosen by pulling cards.
The draft will be held ONLINE via methods determined by each conference commissioner,
although participants local to the commissioners may attend the draft at the
commissioners home or place of choice. The draft goes like this. #1 picks first
and #14 picks last. Then the next round starts with #14 and ends with #1. And
so on for the 17 rounds.
Each owner will have one minute to make his/her pick in the first two rounds.
After that the time limit will be two minutes. These times are guides, and commissioners
will try to be accommodating, but long delays will not be allowed.

Rosters:(note:
WR + TE are all receivers)
You will draft a 17 man roster. You will draft a starting lineup and a bench.
Your starting lineup will include 1 QB, 2 RB, 3 RCV, 1 Team Defense/Special
Teams, 1 Kicker, 1 Head Coach, and 1 more player that can be a RB, RCV. You
will also draft 7 other players that can be any position you want.
How
it's played: Each week you will submit a starting lineup at the automated site.
The site's automated clock will lock out all transactions and lineup submittals
at stated times. Remember, times are PST for West Conference, CMT for East and
Central Conferences. You will be matched up against another team and the team
that scores the most points will get a win and the loser will get a loss. Ties
in the regular season are just that, ties. In the playoffs ties will be decided
by bench points. (If a tie still exists after bench points - the following will
be used bench points scored by your QB(s), then RB(s), then RCV(s), K, DEF,
HC)
Starting Lineups: Each week you put in a lineup that will consist of 1 QB, 2 RB, 3 RCV, 1 Team Defense/Special Teams, 1 Kicker, 1 Head Coach, and 1 more player that can be a RB or RCV. If a starting lineup is not put in then the previous week's lineup will be used. Starting lineups are due by 12 noon Sat on normal Sun-Mon game weeks , by noon Thursday on Thursday game weeks, and by Friday noon on Saturday game weeks. This will be strictly enforced. CHANGE IN TIMES THIS YEAR>>>TIMES WILL BE CENTRAL TIME FOR EASTERN AND CENTRAL CONFERENCE'S, AND PACIFIC TIME FOR WESTERN CONFERENCE.
Free
agents/Injured Reserve: Each week you can make a maximum of 2 add/drops but
an unlimited amount of IR moves. These moves must be made by the set deadline.
On a normal Sunday-Monday game week the deadline for moves will be Thursday
at 9PM. On Thursday game weeks they must be ion by 9PM Wednesday night and 9PM
Thursday night for Saturday game weeks. This will be strictly enforced. The
pickup/IR order will be determined by your record/points scored, worst to best.
The first week of the season we will use the reverse draft order 14-1. Players
must be on the NFL's IR and listed as out or doubtful to be placed on the IR,
questionable and probable players may not be put on the IR. Players that are
unsigned or suspended may be inactivated and will not take up a roster spot.
Dropped players are unavailable for pick-up until the following week.
Trades:
All Trades must be approved by the commissioner of the league. If a trade
involves the commissioner, the commissioners of the other leagues will be the
approval authorities. Any marquise trades that could be viewed as one-sided,
will be put to a vote of the owners in the appropriate league. If this happens,
a majority must OK the trade by response to an e-mail. A non-response will be
counted as a vote in favor of the trade. Once the owners involved in the trade
have agreed, they each must send an e-mail to the league e-mail address. Once
the e-mail is received, the commissioner and vice-commissioner will discuss
the trade and determine if it fits the category of a marquise trade. A marquise
trade will be posted either by e-mail to each owner, or at a designated place
on the web page. If no more than half of the fellow owners object, the trade
will go through. If more than half object, the trade will be turned down. Once
a proposed trade is posted, owners will have 24 hours to make their objections
known before the trade will be processed. Also there will be no further trades
after week 10 of our season. But, you may continue to add and drop free agents.
